JUMPSTARTING ECONOMIC REFORM- DETERMINING INITIAL REFORMS IN SYRIA

In partnership with another consultant (ex-World Banker), we sent one consultant from EnConsult to Syria to help the government select the first reforms to be conducted. Organize and delineate the first actions to be taken by the Syrian government in its reform plan by analyzing all actions of the plan and selecting those actions which could lead to quick economic successes thereby garnering support for the reform process. Our strategy was to introduce the least painful reforms first in order to create a culture of support for the process. Once the public started to feel the benefits of reforms they were more likely to accept reforms that increased or introduced taxes.
