The MOF and GIZ were seeking to document the local economic development process (LEDP) into a LEDP guidelines handbook that will help make some of the strengths of the fiscal decentralization methodology more visible. The LEDP guidelines emphasized the importance of competitiveness, the value of local participation, and the tight articulation with the national budgetary process.
